A pocket purse (Swedish: Kjolsack), or waist pocket, made of dark red velvet on its face, with black velvet appliques, yellow and white stitching/embroidery, and green fabric trim and strap.  Worn as part of a women's traditional provincial folk dress, or folk drakt, costume from Rattvik, Dalarna, Sweden.  See also C-0530a-26 through C-0530d-26 for the other pieces of this costume.  Unattributed.
