Collection of records related to Minnesota Department of Commerce review of HMO administrative expenses relates to public health care program management.  Review conducted after the signing of Executive Order 11-06 by Minnesota Governor Mark Dayton (March 21, 2011).  Review encompassed operations of specific HMOs, including Blue Plus, Health Partners, Medica, and UCare.
